In the early 1800s the area was populated by several Native Peoples. The Ioway tribe had pre-historic connections to the area; the Mesquaki and Sac were relative newcomers. As westward expansion approached, these tribes were moved to western reservations and Wapello County was opened for a land rush on May 1,1843. By the end of May over 5,000 settlers came to the county to claim land for crop, livestock and homesteading. About 470 acres of the Ottumwa area was settled by investors of the Appanoose Rapids Company. Over time the name of the community changed from Louisville to Ottumwa. By 1844, Ottumwa was declared the county seat of Wapello County and began to develop as a city. As of the 2000 United States Census, there were 24,998 people, 10,383 households, and 6,530 families residing in the city. The population density was 1,582.2 inhabitants per square mile. There were 11,038 housing units at an average density of 698.6 per square mile. As the home of Twin Galaxies, Ottumwa was proclaimed the "Video Game Capital of the World" by a mayoral decree issued on November 30, 1982, by Ottumwa Mayor Jerry Parker. The city's proclamation was recognized by U.S. Senator Charles Grassley. In connection with this proclamation, the city hosted the first North American Video Olympics in the fall of 1982. In 2009, the city council and chamber of commerce authorized a steering committee to plan out the International Video Game Hall of Fame museum, which, while not yet built, has inducted several video game industry professionals, developers and designers, and high-scoring players into the Hall of Fame. Nearby this Scooter's Coffee lies the city of Des Moines, the capital and the most populous city in the state of Iowa. Des Moines is a major center of the US insurance industry and has a sizable financial services and publishing business base. The city was credited as the "number one spot for U.S. insurance companies" in a Business Wire article and named the third-largest "insurance capital" of the world. The city is the headquarters for the Principal Financial Group, Ruan Transportation, TMC Transportation, EMC Insurance Companies, and Wellmark Blue Cross Blue Shield. Other major corporations such as Wells Fargo, Cognizant, Voya Financial, Nationwide Mutual Insurance Company, ACE Limited, Marsh, Monsanto, and Corteva have large operations in or near the metropolitan area. In recent years, Microsoft, Hewlett- Packard, and Facebook have built data-processing and logistical facilities in the Des Moines area.
