J-POWER USA Kicks Off 1.2GW Jackson Project
The natural gas-fired combined cycle facility project is anticipated to produce 65 percent less carbon dioxide than a legacy coal-fired power plant once completed in 2022.

Jackson Generation, an affiliate of J-POWER USA Investment Co., has started the construction of a 1,200-megawatt natural gas-fired combined cycle facility located in Will County, Ill. J-POWER USA owns 100 percent interest in the project and is the sole developer.
Kiewit Power Construction Co. is the engineering, procurement and construction contractor. Mitsubishi Hitachi Power Systems Americas, a global manufacturer of gas-fired turbines, is supplying the power island with two 501 JAC gas turbines and will provide maintenance services for the project. The JAC gas turbines will produce enough electricity to power more than 1.2 million homes in the PJM region.
Change in power
The Jackson Generation project will also feature MHPS-TOMONI Very Low Load technology, which enables the power train to operate at less than 25 percent of the full load while remaining in emissions compliance. This enables the facility to operate at a very low output during times of high wind and solar generation and be ready to ramp up quickly to full load when the renewable resources decline.
The project will create 500 construction and craft jobs during development and 35 jobs once it enters commercial operation in 2022. Merit Capital Advisors and Baker & Mckenzie acted as financial and legal advisors for Jackson Generation.
Illinois has retired 35 coal-fired power plants with nearly 4,000 megawatts of nameplate capacity since 2009. The Mitsubishi components are the 62nd and 63rd J-Series gas turbines ordered globally. The Jackson Generation project is anticipated to produce 65 percent less carbon dioxide than a legacy coal-fired power plant.
